The four-foot line, and why it decides your project before stone does
Most of Asheville and Buncombe County is built on slope. West Asheville lots drop toward creeks, north-side lots climb into oak and poplar, and anywhere near the county's steep terrain somebody has a bank that wants to slide into a driveway. That is why the single most useful question on a retaining wall project is not "dry-stack or mortared" but "how tall, and what is it holding."
Under the NC State Fire Marshal's adopted residential code, retaining walls supporting a surcharge (a driveway, a parking pad, a structure) and walls above roughly four feet of retained height generally need design by a licensed professional. Below that line, a competent mason can build from prescriptive rules. Above it, you are buying engineering, a stamped plan, and often a county permit, and you should be. A four-foot wall built wrong on a saturated Buncombe clay bank does not fail politely.
This also where general contractor licensing thresholds can matter. The NC Licensing Board for General Contractors sets dollar thresholds above which a project needs a licensed GC, so a large engineered wall tied into a driveway build may pull in a licensed general contractor rather than a masonry-only crew. Ask early. It is cheaper than finding out at inspection.
Dry-stack versus mortared, and which one your slope actually wants
Both are real, and both belong on this landscape.
Dry-stack (dry-laid) walls rely on gravity, batter (the lean-back), and careful stone fitting. They drain themselves, they flex with freeze-thaw and soil movement, and they tolerate the shallow, rocky ground common on ridge and mountain lots. They need less excavation, no footing pour, and no cure time. The catch: they are not the right call for tall structural banks or walls holding a driveway, and they demand more skill in the stacking than people assume. A poorly fitted dry-stack is just a pile of rocks with good posture.
Mortared walls with a concrete footing and reinforced cores handle taller retained heights, tighter curves, and surcharge loads. They cost more, need a footing poured and cured, and need proper drainage behind them because mortar does not weep. Capstones, veneers, and formal garden walls usually land here. Anything under the four-foot line with straightforward access is the cheapest category on that table, and it is the one most homeowners actually need. Walls that cross the line add design fees, permitting time, and inspection steps, which is where sticker shock usually comes from.
Stone choice and mountain-lot realities
Local and regional stone dominates here: Tennessee and North Carolina fieldstone, flat stack stone from regional quarries, and recycled boulders pulled off the same hillside. On a steep lot the cost of getting stone to the wall site often rivals the cost of the stone itself, which is why the boulder option frequently wins — bigger pieces mean fewer pieces and less handling per square foot of wall.
Existing walls are their own category. Seasonal freeze-thaw, tree roots, and slow soil creep loosen caps and open joints long before a wall actually fails. How to screen a wall bid in this market
Ask three things. First, "does this height need a permit or a stamped design?" Any mason who cannot answer that in Buncombe County is guessing. Second, "what does drainage look like behind the wall?" If the bid has no perforated pipe, no gravel, and no filter fabric, it is a wall that drains into its own footing. Third, "who is responsible if the bank fails?" Get that in writing. The code is the floor, not the ceiling — a wall built to the minimum on a saturated slope is a wall built exactly to the point where it starts losing.
